1100 E Highland Drive Write up

Civil Science completed a planning, concept, preliminary design, and is currently completing final design for a one-mile full roadway reconstruct of the dense urban 1100 East / Highland Drive corridor from I-80 to 2100 South. Our survey team completed a detailed terrestrial ground scan of the entire corridor, along with supplemental survey data collection and utility invert collection. Civil Science oversaw a team of five specialty public involvement, planning, traffic, placemaking, landscaping, and active transportation subconsultants to complete a detailed planning effort that included concept visioning, public outreach, business owner outreach and workshops, traffic data analysis, existing infrastructure review and condition assessment, placemaking needs and concepts, master plan and ordinance review, and a preliminary design to match the preferred City selected alternative. Civil Science is currently working through a sophisticated roadway model, coordinating an involved pavement design approach that will remove existing streetcar ties and old concrete pavement, design of 4,000 feet of new storm drain trunkline, design of new 12” water line, and coordination with 15 third-party utility companies with existing facilities along the corridor. The project includes coordination with a proposed street car design that crosses the corridor, existing irrigation facility avoidance, property owner 1-on-1 meetings, design of a continuous 8’ to 14’ multi-use path the length of the corridor, on-street bike lane facilities and transition facilities onto and off the multi-use path and several existing urban trails, and design of an updated walkable commercial core that requires narrowed vehicle lanes, increased pedestrian crossings, public bus access and stops, and historical commercial building and driveway tie-ins.

The project estimate currently sits between $9,000,000 and $13,000,000.
